PSHE Curriculum Statement
At Breckon Hill Primary School: Personal, Social and Health and Economic (PSHE) Education is an embedded part of our broad and balanced curriculum. Pupils’ spiritual, moral, religious and cultural development is also at the heart of our school ethos. British Values and the 9 protected characteristics are actively promoted through the overarching aims and objectives of PSHE by supporting our children to become healthy and responsible members of society, as well as preparing them for life and work in modern Britain.
Our PSHE Curriculum aims to develop the skills and attributes of resilience, self-esteem, risk-management, team working and critical thinking in the context of learning grouped into five core themes: Family and relationships, Health and wellbeing, Safety and the changing body, Citizenship and Economic Wellbeing.

Research to Support the School Statement
PSHE Association evaluated research ‘A case for PSHE’ indicates that PSHE when taught well – helps keep children and young people safe, physically and emotionally healthy and prepared for life and work.
PSHE Association evaluated research ‘PSHE, Academic Attainment and Employability’ indicates that growing evidence suggests that the skills and attributes acquired through PSHE education have a significant impact on pupils’ academic achievement, employability and future life chances. The Curriculum and Assessment Review: Building a world-class curriculum for all (2025) references that ‘the curriculum should ensure children and young people leave compulsory education ready for life and ready for work. This includes embedding digital, oracy and life skills in the curriculum.

PSHE Statement of Intent
The intent of our PSHE curriculum is to deliver a curriculum which is accessible to all and that will maximise the outcomes for every child so that they know more, remember more and understand more through Kapow Primary’s RSE & PSHE scheme of work. We aim to help pupils develop the knowledge, skills and attributes they need to lead confident, healthy and fulfilling lives. The intention is for pupils to understand themselves and others, form positive relationships and make informed choices that support their wellbeing and the wellbeing of those around them.
Pupils are encouraged to think with empathy, integrity and self-awareness, recognising how their actions and attitudes contribute to their communities. It supports them in developing respect for diversity, managing change and understanding their rights and responsibilities as citizens.
At Breckon Hill Primary School PSHE enables our children to become healthy, independent and responsible members of a society. We aim to help them understand how they are developing personally and socially, and tackles many of the moral, social and cultural issues that are part of growing up. We provide our children with opportunities for them to learn about different relationships and appreciate what it means to be a member of a diverse society. Pupil participation is integral to the school’s vision and ethos; there are clear structures in place to capture pupils’ voice and pupils have a range of opportunities to influence decisions that affect them within our school. Our children are encouraged to develop their sense of self-worth by playing a positive role in contributing to school life and the wider community.
Our curriculum will demonstrate appropriate subject knowledge, skills and understanding to fulfil the duties of the Relationships Education (RE), Relationship and Sex Education (RSE) and Health Education (HE). We will provide a balanced and broadly based curriculum that promotes the spiritual, moral, cultural, mental and physical development of pupils and will prepare them with opportunities and experiences for later life.
Implementation
We have an embedded the Kapow Programme of Study, whereby learning builds progressively across five key areas:
- Family and relationships
- Health and wellbeing
- Safety and the changing body
- Citizenship
- Economic wellbeing
- YEAR 6 ONLY – Identity
Key concepts and knowledge are revisited with increasing depth and maturity, enabling pupils to consolidate prior learning and develop the confidence, understanding and personal attributes they need by the end of each phase. As it is a spiral curriculum, children will revisit each of the five key areas of RSE & PSHE each year throughout their time in Breckon Hill. Each time they revisit a strand it is explored with greater maturity and complexity.
Each weekly RSE & PSHE lesson will start with a ‘Recap and Recall’ to revisit prior learning and reinforce key knowledge. This is followed by an ‘Attention Grabber’ which a short engaging activity to hook pupils into the new learning. The ‘Main event’ is the core part of the lesson, where pupils engage in activities that develop their understanding of the learning objective. This includes a mixture of teacher modelling, guided practice and independent or collaborative tasks tailored to support all learners. The lesson ends with a ‘Wrapping Up’ which allows pupils a have a final reflection that consolidates their new learning.
Philosophy for Children (P4C)
Alongside PSHE and our spiritual, moral, social and cultural development, we believe our curriculum is enhanced through Philosophy for Children (P4C). P4C is a teaching methodology that places oracy at its core, developing pupils’ ability to think critically, speak confidently and listen respectfully while engaging with complex global issues.
Our intent is to use P4C to create a structured forum for high-quality talk, where children are encouraged to ask thoughtful questions, articulate ideas clearly, justify opinions with reasons, challenge viewpoints respectfully and explore alternative perspectives. Through guided discussion and dialogue, pupils learn to listen actively, build on the contributions of others and seek to understand differing viewpoints.
P4C provides regular opportunities for purposeful speaking and listening, supporting the development of philosophical thinking that can be transferred across all areas of the curriculum. Through collaborative enquiry, children are challenged to think independently within a supportive classroom community. We believe that learning through talk is both powerful and memorable; as a result, pupils demonstrate improved reasoning, stronger communication skills, increased confidence and greater concentration.
Impact
We expect teachers to use the PSHE programme to equip pupils with a sound understanding of risk and with the knowledge and skills necessary to make safe and informed decisions. We believe that the purpose of PSHE education is to build, where appropriate, on the statutory guidance outlined in the Relationships Education, Relationships and Sex Education (RSE) and Health Education.
We believe that PSHE plays a vital part of primary education and as well as discrete focused lessons, it is embedded throughout the curriculum. PSHE is integral to the development of children’s values in order for them to become a positive citizen in a forever-changing community. PSHE is an important part of daily class reflections where children’s spiritual, moral, religious and cultural curiosity is stimulated, challenged and nurtured.
